1. Foundational Standard of Integrity
Public service is fundamentally a public trust. City Commissioner Rylee Peak and every staff member within the OCP are bound by the City Charter and state ethics laws. We pledge to conduct the city's business transparently, fairly, and free from undue influence or personal bias.
2. Strict Conflicts of Interest Protocol
No employee or official within the OCP may use their position for private financial gain, for themselves, their family members, or their business associates.
If a legislative vote, zoning decision, or municipal contract comes before the Commissioner that could financially impact the Commissioner or a staff member, that individual is required by law to publicly disclose the conflict and formally recuse themselves from all briefings, discussions, and voting regarding the matter.
3. Zero-Dollar Gift Ban
To eliminate any perception of "pay-to-play" politics, the OCP adheres to a zero-dollar gift ban policy. The Commissioner and staff may not solicit or accept gifts, meals, travel, event tickets, or favors of any monetary value from registered lobbyists, city contractors, real estate developers, or any entity actively seeking favorable action from city government. Exceptions are strictly limited to symbolic plaques or awards of nominal value (under $25).
4. Separation of Campaign and Official Duties
City resources—including staff time, office phones, official emails (ending in @rpeak.org), and government social media accounts—shall never be used for political campaigning or fundraising activities. Official and political operations are kept strictly segregated in compliance with election laws.
5. Whistleblower Protection
The OCP maintains a zero-tolerance policy for retaliation against any employee, constituent, or contractor who reports waste, fraud, abuse of power, or ethical violations in good faith. Reports of unethical behavior within the office will be immediately referred to the independent City Ethics Commission.

1. Commitment to "Sunshine" and Transparency
The Office of City Commissioner Rylee Peak believes that an informed public is the bedrock of municipal democracy. We comply fully and eagerly with all state Freedom of Information Acts (FOIA) and municipal "Sunshine" laws. We strive to proactively publish as much data, legislative drafts, and budget information as possible on rpeak.org to reduce the need for formal requests.
2. Submitting a Public Records Request
If you cannot find the information you are seeking on our website, you may submit a formal public records request. To expedite the search, please be as specific as possible regarding dates, keywords, specific staff members involved, and the subject matter of the documents.

3. Timeline and Rolling Productions
Upon receipt of a written request, the OCP will provide an initial acknowledgement within five (5) business days. This acknowledgement will include an estimated timeline for document production. For voluminous requests or requests requiring extensive email searches, documents may be provided on a "rolling basis" (delivered in batches as they are cleared) to get information to you as quickly as possible.
4. Fees and Cost Waivers
We strongly prefer to deliver records electronically at zero cost to the constituent. However, if a request requires extensive specialized IT programming to extract data, or if the requester demands physical printed copies, statutory fees may apply. Requesters will always be provided with a written cost estimate and must approve the estimate before any billable work commences. Fee waivers may be granted for requests that are demonstrably in the public interest, such as those from journalists or non-profit watchdog organizations.
5. Statutory Exemptions and Redactions
While the vast majority of our records are public, state law mandates that we redact or withhold certain sensitive information. Common exemptions include:
- Personal identifying information of constituents (social security numbers, private home addresses, medical data).
- Preliminary drafts of legislation or intra-office deliberative memos prior to public action.
- Attorney-client privileged communications with the City Attorney's Office.
- Active law enforcement investigation details.
Whenever a document is redacted, the OCP will explicitly cite the statutory exemption justifying the redaction.
